By a vote of 89 to 10, the Senate on Saturday passed the bill dealing with payroll taxes, jobless benefits and Medicare for two months.

In addition, he said, the House will probably take a third vote reaffirming its position on taxes, jobless benefits, Medicare and the need to start construction of the Keystone XL oil pipeline from Canada to the Gulf Coast.

The inner check and balance portion would be the Senate with the voting system. And then the other check and balance would be the house of representatives whom are rejecting the bill.
